How does the legal concept of "Reliance" apply to The Menlo Park Parking Plazas dispute?

For example:
In the "Law", reliance applies to fact issues:
Did the client rely on the Accountant to file their tax return?
Did the client pay for this service?
Was there evidence that the client waived this duty to file?
A judge will decide.

Now, submit these questions to the city and the property owners.
Was there reliance ( expectation) by the property owners that the surface parking lots would remain "As Is"; as promised?
Did the property owners pay for this promised benefit?
Did the property owners waive their right to rely on this benefit?

The answers: Yes, Yes, and No; requires the court to decide that there is (was) RELIANCE.
