Environmental justice findings

A second look needs to be taken for census tract 6116, Suburban Park, Flood Triangle, Lorelei Manor. According to Appendix EJ-A, tract 6116 has a pollution score of 71. 15.2 points higher than the city wide average. A traffic impacts score of 95. 34.7 points higher than the citywide average. These numbers are high and just because tract 6116 does not fit the economic criteria for environmental justice these statistics are being ignored. The Appendix also says bus services are ample along Bay Road. Bus service is only for school kids. I did not find any scheduled service, except for schools, on Bay Road on the SqmTrans website. The Appendix also states baseball and other amenities at Flood Park. Neither is available due to lack of maintenance. It also states Suburban Park residents must enter Bay Road to exit the neighborhood. Bay Road is the only exit for all three neighborhoods. Once all the overbuilding in Belle Haven is complete the Flood Triangle will also bear the burden of more traffic and more pollution. Bay Road is access to MA high school and a way to avoid Willow Road. The housing element has to address the amount of housing proposed for district 2. Do not place the sites on Marsh Road in the housing element. The VA is building 62 units, the USGS, SRI, former Flood School sites will be developed and will all impact tract 6116. The three neighborhoods in tract 6116 should not be lumped into one neighborhood. The Flood Triangle is different from the other two because the streets connect to VanBuren the Road where traffic cuts through our streets looking for ways to avoid the backup on Bay Road. Cars sit on Bay in the back up causing pollution to Flood Triangle. Suburban Park and Lorelei manor are “closed” neighborhoods. Traffic does not enter those neighborhoods unless they need to specifically enter them. Lorelei Manor does not back up to 101 and the pollution level will be lower than the Flood Triangle and Suburban Park. In order to get a realistic picture of these three neighborhoods they need to be looked at separately.
