You are cordially invited to join the MPC Ready volunteers on Saturday, August 28 from 9-10:15 AM for our next monthly community meeting. There will be a presentation from Shruti Dhapodkar, M.D.,County of San Mateo Health Emergency Preparedness Manager. Her update will include the San Mateo County health care coalition and the re-launch of San Mateo County Medical Reserve Corps. Erika S. Froelicher, RN, Ph.D., Professor Emeritus, will update us on the Sand Hill Circle neighborhood and local business community's efforts to become disaster prepared as a community.
The interactive discussion following will focus on giving input into the San Mateo County efforts from the perspective of volunteers. The foundation of the MPC Ready efforts are based on the Community Emergency Response Team Training (CERT) protocols, which includes training in first aid. 1. The San Mateo County Alert System SMC Alert is our primary emergency notification system. Please encourage all adult members (18 and older) of your family to subscribe.
2. August 12 from 4-5:30 p.m. -- Public meeting #2 of the 2021 DRAFT San Mateo County Local Hazard Mitigation Plan. One may also give feedback into the the DRAFT annexes. The Local Hazard Mitigation Plan (LHMP) is only updated every five years. The 2016 maintenance process was mostly a closed-door process that we don't want to see repeated. Instead, we want our local elected officials to be kept fully informed so that they make disaster prevention, preparedness and mitigation a priority. Unless we've missed something, the proposed maintenance of the 2021 LHMP consists of a "designated point of contact" who will prepare an update (behind closed doors) and submit it to a password-protected, web-based tool. This may or may not result in a combined report that is only reviewed (if at all) by one governing body. Instead, we would like to see annual progress reporting to the City Council of Menlo Park (and similar to the local Fire District) at a public meeting that includes opportunities for ample public questions.
The City of Menlo Park is updating two elements of its General Plan: Housing and Safety. These updates require MP to also develop a new Environmental Justice Element. The Housing Element must be completed by a certain date. However, I believe that jurisdictions can request extensions (of up to two years) for the other elements. Please see the clearly written goals and operationalized Disaster Preparedness and Safety Element example from the City of Berkeley. The MP 2013 Safety Element needs a major update along with action items that operationalize measurable goals. We are concerned about the rushed process that appears to mostly focus on the Housing Element. The other elements deserve ample attention.
