rational development and housing concerns

I hear that the city is allowing developers to purchase huge plots of land,
some of the last great opportunities well ever have, like USGS and SRI,
and develop relatively low density housing, ample park/open space, and
office space, in ratios that will actually set the city farther behind in
its state-mandated housing goals.

This doesnt make sense to me. Either we have a housing crisis or we
dont. It cant be that there is no crisis when a developer wants to make a
lot of money on a project, but then there is a crisis when the public (the
city) is later required to meet state housing targets.

Has the city council had the opportunity to benefit from outside counsel on
methods of working with developers in this new regime, so that private
developments can move us forward towards state mandated goals and not
farther behind, particularly for large projects that have significant
impact on the city?
