Dear MP City Council -
In your August 26 direction for the Downtown RFP, CC member Jennifer Wise, toward the end of the discussion, asked that concepts related to Downtown business revenue impacts due to the project be mentioned in paragraph ‘E’ of the RFP.
The revised RFP references ‘minimizing impacts’, but that will not cover possible revenue, property rent mitigation, or potential job losses. Also missing is stakeholder involvement to evaluate these outcomes based on appropriate financial and employment data estimation methods.
In other words, proposals may well explain how to minimize impacts without indicating at all what might be done, if anything, to compensate losses remaining after ‘minimization’.
Given the August 26 CC dialogue on part ‘E’ and Downtown business, the RFP does not adequately reflect CC direction. Perhaps RFP responders could informally address Downtown business and property impact estimation, and possible mitigation, in their presentations. The RFP as worded appears not to recognize these outcomes.
