> Dear Members of Our City Council,
>
> My name is Mark Tuschman. My wife, Jana, and I have lived at 300 Santa
> Monica for 50 years, and we raised our family here.
>
> We are deeply aware of our community’s housing shortage and the
> unreasonably high cost of housing. We support responsible efforts to
> address these problems. However, the housing crisis should not be used to
> justify the proposed development at 80 Willow Road, whose scale and
> character appear fundamentally incompatible with the surrounding suburban
> neighborhood.
>
> We are particularly concerned about the project’s proposed office and
> hotel components. We ask the local government to clarify whether these
> elements are permissible under the builder’s remedy and to explain the
> legal basis for their inclusion.
>
> Traffic on Willow Road is already barely sustainable. If estimates that
> the development could generate approximately 7,000 additional vehicle trips
> per day are accurate, the resulting congestion could make the road
> effectively impassable and potentially obstruct access for ambulances, fire
> engines, and other emergency vehicles. A rigorous, independent traffic and
> emergency-access analysis should be required before the project is
> permitted to proceed.
>
> We also request full transparency regarding the project’s financing and
> beneficial ownership. Reports about possible connections to Russian
> financial interests raise serious questions that deserve careful
> investigation. The public should be assured that everyone involved in
> financing this project complies fully with all applicable United States
> sanctions, disclosure requirements, and anti-money-laundering laws.
>
> Decisions of this magnitude should reflect the public interest—not simply
> the financial power of wealthy developers or investors. The proposed
> project threatens to permanently alter the safety, livability, and
> character of our community.
>
> I respectfully urge you to use every lawful means available to prevent
> this project from moving forward in its current form. This should include a
> thorough review of its compliance with zoning, environmental, traffic,
> emergency-access, financial-disclosure, and sanctions requirements, as well
> as litigation if necessary and legally justified.
>
> Thank you for your attention to this urgent matter. Please let us know
> what actions the local government intends to take to protect our community.
>
> Sincerely,
>
> Mark Tuschman
