Aggressive Driver at Bedwell Bayfront Park

Good morning.
Im writing to gather information and to inform you of a very aggressive driver at Bedwell Bayfront Park this morning.
I was was walking my dog in the park along the tarmac section near the gates that say No Admittance, which is in a straight line with the rest of the tarmacked road.
My dog decided to relieve himself in the middle of that tarmacked section. As I was preparing a poop bag to clean it up, a dark grey Toyota Prius came racing towards us at around 40 mph and at the last second swerved around us. This terrified both myself and my dog. If my dog had jumped in his direction, he couldve been killed or seriously injured. The driver then proceeded through the No Admittance gates and turned right and parked at a set of buildings. I can provide the exact location if requested.
I notified the police with regards to this incident and they have stated there is nothing they can do as they didnt see the incident. I then asked, "what is the speed limit in the park?". They informed me that there isnt one. Seriously?? So the drivers who work at that facility (I would like to know who they are and I would like to know who their supervisor is) can simply drive through a public park at full speed with no consequences? Does someone or their dog have to get killed before you do something??
The drivers behaviour was outrageous.
The public should not be living in fear of being killed or seriously injured by a car in a public park.
I will await your response before further action.
