Dear Mayor Betsy and Councilmembers,
My name is Eduardo L. Hernandez, and I am a resident of the Belle Haven District, where I have lived for 26 years.
I am submitting this comment in opposition to the proposed water rate increases under Item H2.
While I recognize the importance of maintaining a safe and reliable water system, I am deeply concerned that the proposed multi-year increases will place an unfair and steadily growing financial burden on residents, particularly working families, seniors, and low-income households in Belle Haven.
Water is an essential necessity, not a discretionary service. The proposed structure includes rising fixed charges, which means residents will pay more regardless of how much water they use. This creates a regressive system that disproportionately impacts households already facing high housing costs and economic pressure.
When combined with other proposed utility increases, the cumulative impact on affordability becomes significant and unsustainable for many in our community.
Before any long-term rate increases are approved, I respectfully urge the Council to:
* Prioritize cost-saving and efficiency measures within the water system
* Strengthen and expand affordability protections for low-income residents
* Shorten the rate adjustment horizon to ensure regular public review and accountability
For these reasons, I respectfully oppose the proposed water rate increases and urge the Council to reconsider both the scale and structure of this proposal.
