Please pull the proposal to impose news rack fees that are geared to raise revenues from newspapers and periodicals. This is a pernicious prior restraint of the press and a shameful recommrenaton by the city staff to raise money through a knowledge tax that is untied to administrative costs and without demonstrable safety needs.
